This also means he is likely to agree to the eminent domain action sought by the city of Escondido to usurp part of our public asset to meet the needs of developers.</p><p>This in spite of the fact that a report by Rick Engineering found that impacts to Felicita Creek and park from highly increased and concentrated flows of stormwater could be expected, were unanalyzed, and unmitigated.</p><p>The County opposed this action and continues to advocate for protection of the park.</p><p>If you want to help, please email Supervisor Joel Anderson's office <a href="mailto:Joel.Anderson@sdcounty.ca.gov">Joel.Anderson@sdcounty.ca.gov</a> and encourage the County to stay strong. Now, the city of Escondido is pursuing a condemnation action of parkland in order to install drainage pipes that will greatly increase (60%) drainage from road and Oak Creek in the northeast corner of the park.</p><p>Escondido Neighbors United, Environmental Center of San Diego, and the Sierra Club North County Group has long-standing opposition to this project. Many other groups have joined in opposition.</p><p>The County has made <b>reasonable</b> requests of the Oak Creek Developer (KB Home) which they have obstinately refused. KB Home may be familiar to readers as the company building the project and seriously violated storm water regulations in 2019-2020.</p><p>The County has asked that three studies be done to evaluate scouring and Impacts to cultural and biological resources AND for a mitigation plan to avoid any impacts be done prior to putting our Park at risk. <b>These actions are essential to protecting the Park!</b></p><p>ENU members are further concerns that the amount of new drainage and scouring could dig deeper into the plum of contamination from Chatham Barrel Yard which continue to underlay the Park where contamination daylights (goes into the air) in the creek in the park.</p><p>Massive concentration of drainage going into a small section of the creek and into the main channel could threaten the water quality, cultural, recreational, and biological resources of the Park.</p><p>This is an Environmental Justice issue! Local indigenous people still use this area for gatherings. A large number of park users are Latino families and use Felicita Park often. This Park is a precious asset to our local region and deserves our respect and protection. A partnership with other North County cities will increase the economies of scale and benefit all of the cities.</p><p style="background-color: white; box-sizing: border-box; color: #666666; font-family: Raleway, sans-serif; font-size: 16px; margin: 0px 0px 26px; padding: 0px;">There are several compelling reasons to move forward with this decision.</p><ul style="background-color: white; box-sizing: border-box; color: #666666; font-family: Raleway, sans-serif; font-size: 16px; margin: 0px 0px 26px 40px; padding: 0px;"><li style="box-sizing: border-box; list-style-type: disc;">Residents and businesses of Escondido would get more renewable energy, at less cost than SDGE, through a CCA.</li><li style="box-sizing: border-box; list-style-type: disc;">SDGE announced in 2019 that it is moving out of the power buying and selling that sector of its business.</li><li style="box-sizing: border-box; list-style-type: disc;">A CCA is the most cost-effective way for Escondido to reach its major CAP goal for renewable, clean energy and GHG reductions.</li></ul><p style="background-color: white; box-sizing: border-box; color: #666666; font-family: Raleway, sans-serif; font-size: 16px; margin: 0px 0px 26px; padding: 0px;">Some of the other benefits of a CCA are:</p><ul style="background-color: white; box-sizing: border-box; color: #666666; font-family: Raleway, sans-serif; font-size: 16px; margin: 0px 0px 26px 40px; padding: 0px;"><li style="box-sizing: border-box; list-style-type: disc;"><span style="box-sizing: border-box; font-weight: 700;">Local Control</span>– Unlike SDGE’s decisions, the CCA’s decisions are made in public meetings by local elected representatives that we can hold accountable.</li><li style="box-sizing: border-box; list-style-type: disc;"><span style="box-sizing: border-box; font-weight: 700;">Local Reinvestment – </span>CCAs reinvest customer revenue into local clean, renewable energy projects. CEA, like many CCAs, offers rooftop solar customers better terms. This leads to more solar jobs, fewer greenhouse gases, and customer savings—all at the local level.</li><li style="box-sizing: border-box; list-style-type: disc;"><span style="box-sizing: border-box; font-weight: 700;">Local Jobs – </span>More rooftop solar and large renewableprojects in our backyard lead to more good paying, local jobs for installation and construction.</li><li style="box-sizing: border-box; list-style-type: disc;"><span style="box-sizing: border-box; font-weight: 700;">Real Choice –</span>A CCA is the only way to give rate-payers a real choice. Late last year, <a href="https://drive.google.com/file/d/1JGBozDTagSg8OCizv7KKzjn4YGH0YY10/view">massive failure</a> of the Oak Creek stormwater measures resulted in pollution and erosion in Felicita Creek. At a press conference in Escondido, the two elected officials highlighted the benefits of voter involvement in approving General Plan Amendments and spoke about the history of Proposition S, an Escondido land use rule comparable to the countywide Measure A.<o:p></o:p></span></div>

Escondido Neighbors United will be reviewing the document and expects to have detailed comments, however a quick review shows that contamination is still in Felicita Creek in areas where people use the creek and several monitoring stations have higher contamination results than in previous sampling events. At least one well that is supposed to be sampled has not been.<br />
ENU will also be asking questions about what the most recent massive erosion event caused by failure of the Oak Creek developers to control storm water may have on movement of contamination. This failure has already led to a Stop Work order and a Notice of Violation from the city.<br />
We will share further information as we review the document.<br />

Violation/Notice of Correction to Oak Creek on 12/31/19. While they worked hard
to get their BMPs in order by the deadline of today, we reinspected and found
them still deficient and issued a Stop Work Notice on January 6. The site will be inspected again later

One of our major concerns about this development was the risks it posed to the creek, the park, and downstream residents.<br />

Now that the rains have come, the construction site of 'Oak Creek', having cut the oaks, is now damaging the creek.<br />
<br />
Downstream neighbors have spent the week cleaning up the creek, removing debris, and loads of sand from Felicita creek. The creek in the Park is brown, even days after the last storm.<br />

The website was launched today at the regular meeting of the Board of Library Trustees. Please see the statement of Brenda Townsend below.<br /><br /><strong>Statement Announcing the launch of the Escondido Library Watchdog, October 10, 2019</strong><br /><br />Good Afternoon.<br /><br />As some of you know, as long as I have lived in Escondido many years. I have been passionate user and supporter of our library.<br /><br />Then, from the time I marched to and hand-delivered over 4,000 signatures to the City Clerk’s office in 2017 in opposition to LS&S, I became a dedicated defender of our library and committed to quality library services for our city, in spite of its operation by a for-profit corporation.<br /><br />I’m happy to be here today to announce the launch of a new website the <strong>Escondido Library Watchdog.</strong><br /><br />Why a Watchdog?<br /><br />Some of you will remember on January 14 of this year, a meeting was held. Several of you were in attendance along with the Mayor and John Masson. Without going into the details of that difficult meeting, we were told that we should engage with the public and the Trustees in the oversight of LS&S and the contract. We took this directive to heart and the result is the new Escondido Library Watchdog website launched today. <br /><br />This kind of independent oversight is needed now. Since LS&S has taken over our library, many people have complained to us about its operation, the low staff morale, loss of books, high staff turnover rates, and many other problems. When told them to file a complaint with LS&S, they replied they did not think it would do any good, that no one ‘will hear us’.<br /><br />Since the Trustees have the obligation and desire to oversee the performance of LS&S in its contract, we are sure you will all agree with us that public input and involvement is highly desirable and necessary to have a library worth the residents of this city—and worth the tax-dollars we spend on it.<br /><br />The Watchdog will be a clearinghouse for concerns, information, important links, and other information easily accessible to the public. <strong>Importantly, it will have a form that can be submitted raising questions or concerns related to library services in Escondido.</strong><br /><br />The Library Watchdog will vet those concerns to the best of our ability and share those most relevant with you, the public appointed trustees of our library, for response and action. We would like to offer our first Community Concern today. The way it is worded it seems to mean that in some time in the
future when the natural attenuation is complete there won't be an environmental
concern. Our concern is that DTSC's opinion is based on future conditions, not current
conditions; ie, future occupants, attenuating. </div>

We have long-asked the agency when do they expect the attenuation to be complete (actions have been on-going for 20 years). Here, they still don't say when the process
of natural attenuation will be complete so that when the future occupants move
in they will be protected. </div>
<div class="MsoNormal">
So, does this mean that prior to issuing
occupancy permits the developer will need to do additional testing to
demonstrate that the process of natural attenuation is complete?<o:p></o:p></div>

The decimation of the Oak Trees is in full swing as you can see if you drive on Felicita Road near the Park. The chainsaws and bulldozers are hard at work, indiscriminately destroying hundreds of oak trees on site.<br />
It is too late to save them.<br />
<br />
The former Mayor and Council majority (Thank you Olga Diaz for voting no) refused to even examine modest changes to the plan that could have saved many of these trees. This is happening in Escondido in Mike Morasco's district, who supported it.<br />
<br />
Even the staff agreed with us that a bike path alignment that reduced the tree cutting was possible. But Abed and his supporters Morasco, Gallo, and Masson ignored it all.<br />
<br />
So, while (under new leadership) we develop a new climate plan that calls for planting of new trees, Oak Creek developers are busy cutting down established, threatened, and healthy oaks on their site and in the park. Neighbors downstream are concerned about flooding with good reason. It is a terrible result from a bad process to facilitate an ill-advised development.<br />
<br />
So, please take a moment to say good bye to these beautiful trees who have offered their air, beauty, greenery, and carbon sequestration for us for so long. Our neighborhood will be forever degraded as a result.<br />
<br />
All we can do is bear witness and remember this legacy of Mike Morasco and John Masson and former elected officials Sam Abed and Ed Gallo.<br />

<li class="MsoListParagraph" style="margin-left: 0in;"><span style="font-family: "arial" , "helvetica" , sans-serif;"><b>city should stop annexations that increase fire risks, worsen traffic, impact the climate, cause habitat losses.</b></span></li>
<li class="MsoListParagraph" style="margin-left: 0in;"><span style="font-family: "arial" , "helvetica" , sans-serif;"><b>city should partner with state and County to take more action on the Chatham Barrel Yard remediation!</b></span></li>

attend the City of Escondido will be holding two community workshops in March
and June:</span></div>

<li class="MsoNormal" style="line-height: normal;"><span style="font-family: "arial" , "helvetica" , sans-serif;">The first will be on Wednesday, March 6 at the East Valley Community Center, Vineyard Room, at 6 p.m., regarding how the City develops the annual Operating Budget and Capital Improvement Program and Budget. This meeting will provide an overview of what is included in these budgets and how the information directly affects the community.</span></li>

Escondido Neighbors United will be asking for the city to add the following to the priority list:</div>

1. Support local community efforts to secure more cleanup action on the Chatham Barrel Yard plume. </div>
<div>
2. Revisit the Oak Creek development stormwater retention infrastructure in light of climate change and expected and extreme flooding events.</div>
<div>
3. To support the adoption of a North County Multiple Species Conservation Plan (MSCP) to protect sensitive species in our area.</div>
